Executive summary

The world expects a new global climate agreement to be agreed at COP21 in Paris this year. If this new deal is to help developing countries to cope with and adapt to the impacts of climate change, it must ensure that richer countries provide the necessary  nancial support to meet these challenges. Without such an agreement, there is a serious risk that the world’s inaction on climate will worsen the inequalities that are already distorting our economies and creating dangerous divisions in our societies.
